Moody's Investors Service on Friday lowered Israel's outlook to stable from positive while affirming its sovereign credit rating of "A1". The legislative push has sparked weeks of intensifying mass protests and Moody's said it reflected weaker institutions. This would "stop the deterioration of the Israeli economy," it said. Israel's economy grew 6.5% in 2022 but the Bank of Israel foresees 2.5% growth this year. On the heels of Moody's action, Israeli government bond prices were down as much as 1.1%, while Tel Aviv share indexes were down 0.2%.

In a statement late on Monday, Netanyahu criticised the threats to refuse military service, which he said endangered Israel's existence. "There is room for protest, there is room for disagreements, for expressing opinions, but there is no room for refusal." Herzog last month floated a compromise plan to spare the country what he described as a "constitutional collapse". The judicial overhaul plan, which has already received initial parliamentary approval, would give the government greater sway on selecting judges and limit the power of the Supreme Court to strike down legislation.

Tasking Netanyahu with building the next coalition, President Isaac Herzog noted that Israel's longest-serving premier had received enough recommendations from like-minded parties to secure 64 of parliament's 120 seats. Dismissing what he called "fear-mongering" about the health of Israel's democracy, Netanyahu said the country would continue to be a "beacon" for the region. Herzog noted Netanyahu's trial but said it posed no legal obstacle to him serving as prime minister again. But he looks likely to finalise the talks this week, having launched them semi-formally right after the Nov. 1 election.
